Suite: Refresh license file when the user logs in again #13280

@gizemmutukurt To test this :
- Login/logout with two accounts on Cli. One of them must have source code access, other one doesn't.
- Run Suite in relase mode
- Check if you have access to the source code or not, according to the account you logged in with. (Restart Suite after every login)
