AngularUI: Display authenticator by default and check for two factor provider #14577

Important!!
After enable 2 factor auth, if I reset authenticator it should also check for is there any 2 factor auth provider if not it should disable 2 factor auth, otherwise it'll redirect to send-verification-code page during login but there is not any provider for 2 factor auth @maliming
