Bug Fix: Entity Change history action is always visible in OpenIddict.Pro Pages #15354
Description
Resolves #15328
Problem: Entity Change history action is always visible in OpenIddict Pages, even the audit logging module is not installed. When you click on the action, nothing happens but error log is printed on the console.

How to test it?
Remove the audit logging module from your project. Run it and check the action menu on the Openiddict pages on the Admin side
